Police Chief Jo Ji-ho stated on the 5th that he “learned about it through the media” regarding President Yoon Seok-yeol's declaration of martial law.
On the same day, during the plenary session of the National Assembly's Public Administration and Security Committee, Jo said this in response to a question from Chae Hyun-il, a member of the Democratic Party of Korea, asking “When did you find out?”
When asked about the lockdown of the National Assembly, Jo explained, “The police fundamentally aimed to prevent public disorder and disruption of public peace,” adding, “We predicted that if everyone entered the National Assembly, it would create a chaotic situation.”

When accused of being an accomplice to the crime of insurrection, Jo responded, “I do not think so. If the intention was to disable the National Assembly’s functions, we would have prevented lawmakers from entering,” and added, “Since it was an unusual situation, we controlled access initially but later allowed regular entrants.”
