Establishing Pohang-style Comprehensive Care Infrastructure
Pohang City is accelerating the establishment of a Pohang-style full-care infrastructure without gaps to create a safe childcare city where happy children grow up.
The city operates a 24/7 childcare center for children under six months old who are not yet in school and reside in Pohang, targeting those who require emergency childcare due to parental absence caused by business trips, night shifts, hospitalizations, and other reasons. This initiative aims to build a Pohang-style safe childcare environment where parents can confidently leave their children at any time.
To address childcare gaps occurring during non-operating hours of daycare centers, the city offers 24/7 emergency childcare with flexible and diverse care time options, receiving positive responses from parents.
Starting with the Buk-gu Office Daycare Center in 2022, the city opened the Hills Tate Pohang Municipal Daycare Center in September this year, operating it as a 24/7 childcare center, and also opened the Heunghae Municipal Daycare Center in October, which is currently in operation.
Additionally, the Heunghae Municipal Daycare Center will be relocated to the Heunghae Ainuri Plaza, scheduled for completion on the 18th, and will operate as a 24/7 childcare center. Since 2022, the time-based emergency childcare service, implemented to ensure safe and complete care for infants and toddlers, has expanded from one daycare center at Buk-gu Office to three 24/7 childcare centers and one time-based emergency daycare center.
Moreover, Pohang City's distinctive infant and toddler gap care projects to overcome low birth rates actively promote various policies for ‘safe childcare and full care,’ including the province’s first 24/7 childcare center operation, early morning classes at daycare centers, services for working mothers and sick children, and childcare fee support for foreign children.

Mayor Lee Kang-deok stated, “Implementing a welfare platform enjoyed by all citizens will contribute to overcoming the crisis of local extinction and low birth rates,” adding, “We will focus administrative efforts on establishing a full-care infrastructure with zero childcare gaps to create a seamless and safe childcare environment that citizens can feel.”
