Regarding the declaration and lifting of martial law, Lee Dong-hwan, Mayor of Goyang City, urged the administration to strengthen its role in minimizing confusion among citizens.

Lee Dong-hwan, Mayor of Goyang Special City, held an emergency countermeasure meeting from the night of the 3rd, when martial law was declared, until 2 a.m. the next day, stating, "The situation is highly chaotic due to the declaration of martial law and resolutions demanding its lifting. We must focus administrative efforts more than ever on maintaining the daily lives of citizens."

The mayor emphasized, "As the head of a basic local government, I will take even more serious care of the people's livelihood to prevent any confusion among citizens."

The martial law, which was declared at 11 a.m. on the 3rd, was lifted around 4:27 p.m., about five and a half hours later.

After the lifting of martial law, during a senior staff meeting at 7:30 a.m. on the 4th, the mayor instructed, "We are concerned that the economic damage and repercussions in finance, foreign exchange, and prices will be significant. We must strengthen on-site, close-to-the-ground administration in welfare and economic sectors, including price stabilization and livelihood support," urging attention to citizens' inconveniences on the ground.

He also stated, "To minimize social confusion, the administration must firmly maintain its central role," and requested, "Please ensure thorough measures so that there are no problems in citizens' daily lives, including price stabilization, welfare, transportation, sanitation, environment, and safety."
