Osan City in Gyeonggi Province will grant a 'transfer deferral application right' to employees who are pregnant or have given birth.
Osan City announced a personnel innovation plan based on this on the 2nd. The city explained, "This personnel innovation plan aims to maximize administrative capabilities through communication and empathetic personnel management and to establish an organizational structure where competition and cooperation are harmonized."
The innovation plan includes granting the 'transfer deferral application right' to employees within one year of pregnancy or childbirth so that they can raise their children in a stable working environment. Along with this, the city will promote position path management so that lower-ranking employees can develop their careers through diverse job experiences.
For high-performing public officials, special promotions will be implemented, and for positions requiring expertise and experience, 'specialists' will be selected to encourage long-term service. When assigning grade 6 positions, an unassigned grade 6 position evaluation system will be introduced to promote organizational development through objective competition-based assessments.
Additionally, the city plans to establish an organizational culture that rewards performance and holds accountability for results by strengthening personnel penalties for corrupt officials.

Lee Gwon-jae, Mayor of Osan City, emphasized, "The beginning of change and reform for a hundred-year future starts with the innovation of employees," adding, "This personnel innovation will create an organizational culture where competition and cooperation are harmonized and unnecessary conflicts within the organization are reduced." The mayor also added, "If employees themselves change proactively and creatively, it will lead to the success of policy projects."
