The year-end promotion season has arrived.
Promotion is the highest aspiration not only for ordinary office workers but also for public officials.
On the 29th, the Seoul Metropolitan Government announced the list of 10 candidates scheduled for promotion to Grade 3 (Deputy Director General), known as the "Star of Public Service."
The promotion candidates are Moon Hyuk, Budget Officer; Lee Seong-eun, Low Birthrate Officer; Go Gwang-hyun, Welfare Policy Division Chief; Lee Jin-gu, Transportation Policy Division Chief; Oh Kyung-hee, Education Support Policy Division Chief; Jo Seong-ho, General Affairs Division Chief; Oh Dae-jung, Road Planning Division Chief; Yang Byeong-hyun, Urban Space Strategy Division Chief; Nam Jeong-hyun, Apartment Housing Division Chief; and Myeong No-jun, Rapid Integration Planning Division Chief, totaling 10 people.
Director of Administration Lee Dong-ryul said, "We considered department heads who have promoted major departments and policy projects closely related to citizens' lives, such as welfare, transportation, low birthrate, and housing, and achieved results," adding, "We will continue to actively select talented individuals who strive to enhance competitiveness and provide better administrative services to citizens."
Included among the promotion candidates are division chiefs who oversaw major Seoul policies such as the Birth Support Seoul Project (Division Chief Lee Seong-eun), Stepping Stone Income (Division Chief Go Gwang-hyun), Climate Companion Card (Division Chief Lee Jin-gu), and Seoul Run (Division Chief Oh Kyung-hee).
These promotion candidates earned the honor of being promoted to director as a result of their hard work in key positions.
However, it is also noteworthy that strong and influential department and bureau directors such as Moon Hyuk (Kim Tae-gyun, Chief of Planning Office), Lee Seong-eun (Kim Seon-soon, Head of Women and Family Office), Go Gwang-hyun (Jung Sang-hoon, Head of Welfare Office), Lee Jin-gu (Yoon Jong-jang, Head of Transportation Office), Oh Kyung-hee (Koo Jong-won, Director of Lifelong Education Bureau), and Jo Seong-ho (Lee Dong-ryul, Director of Administration Bureau) were present.
Because of this, securing a position under a strong department or bureau director seems to be the most important factor for promotion.
This also explains why competition for positions among division chiefs awaiting promotion appears intense.
From this perspective, in the first half of next year, candidates such as Kim Gyu-ryong, Media Officer; Kim Hyung-rae, Planning Officer; Kim Gyu-ri, Cultural Policy Division Chief; Lee Byung-cheol, Economic Policy Division Chief; Kim Hong-chan, Public Relations Officer; Kim Gwang-deok, Personnel Division Chief; Byeon Gyeong-ok, Balanced Development Policy Division Chief; Kim In-sook, Digital Policy Division Chief; and Park Sook-hee, Climate Environment Policy Division Chief are expected to emerge as strong contenders.
Many division chiefs are also expected to be promoted next year, as four Grade 3 Deputy District Heads will enter retirement for long service in the first half of the year.
This time, the Seoul Metropolitan Government was able to confirm 10 Grade 3 promotion candidates, including six administrative officers and four technical officers, thanks to the decisions of Kim Sang-han, Administrative Deputy Mayor 1; Yoo Chang-soo, Administrative Deputy Mayor 2; as well as Lee Hae-woo, Head of Economic Office; and Han Young-hee, Head of Arisu Headquarters, who chose to retire for the sake of their juniors.
As a result, the Seoul Metropolitan Government is expected to hold a series of promotion celebrations at the end of the year for positions such as Administrative Deputy Mayor 1, Administrative Deputy Mayor 2, Chief of Planning Office, Head of Economic Office, and Director of Urban Infrastructure Headquarters.

Kim Tae-gyun, Chief of Planning Office, is expected to be promoted to Administrative Deputy Mayor 1, and Kim Seong-bo, Director of Urban Disaster Safety Office, is expected to be promoted to Administrative Deputy Mayor 2.
