"Response to Jeonse Fraud"... Gangseo-gu Wins 'Excellent Local Government Award' at Chamjoheun Local Autonomy Policy Conference
Recognized for Achievements in Damage Response Including Ordinance Enactment
Led to Effective Support Measures and Amendments to Special Laws
Gangseo-gu, Seoul, was recognized for its achievement in establishing the nation’s first support measures for victims of jeonse fraud and leading government system improvements, receiving the Chairman’s Award of the National Assembly’s Administrative and Security Committee at the ‘2024 Truly Good Local Autonomy Policy Conference’ held at the National Assembly Members’ Office Building on the 29th, the district announced on the 30th.
Hosted annually by the Truly Good Local Government Council, this conference is a platform to share excellent policies and innovative cases among local governments and to promote policy exchange for the development of local autonomy.

View original imageTwenty local governments from regions including the metropolitan area, central region, and Honam region participated to present outstanding policies. On the day, Jin Gyo-hoon, Mayor of Gangseo-gu, attended the policy conference and explained the key policies and achievements for supporting victims of jeonse fraud in Gangseo-gu.
Mayor Jin stated, “Since many villas are located in Gangseo-gu, a large number of victims have occurred. From the early stages of jeonse fraud incidents, we took the gravity of the situation seriously and devoted all efforts to responding to the victims,” explaining the background of the support.
Gangseo-gu was the first basic local government to enact the ‘Jeonse Fraud Victim Support Ordinance’ and was the first nationwide to conduct a full-scale survey of victims of jeonse fraud, responding to the issue faster than any other district and attracting focused media attention.
Additionally, Gangseo-gu allocated a budget of 1.2 billion KRW to support litigation expenses for the first time among basic local governments and made various efforts for practical support, such as producing a casebook of jeonse fraud incidents. As a result, it succeeded in publicizing the problems of the current system and reflecting them in the revision of special laws and government policies.
