Awarded at the Active Administration Best Practice Competition
Employee Idea Prevents Childcare Allowance Leakage, Spreads Nationwide
Gangdong-gu, Seoul (Mayor Lee Su-hee) announced on the 28th that it won the Prime Minister's Award at the '2024 Active Administration Best Practices Competition' held in Sejong City on the 26th for the project ‘Establishment of User Manual for Management Function of Dual Nationals and Overseas-born Children’.
The Active Administration Best Practices Competition is jointly hosted by the Office for Government Policy Coordination, the Ministry of the Interior and Safety, and the Ministry of Personnel Management to discover creative and tangible cases that citizens can feel and to spread them throughout the public service community. The competition solicits excellent active administration cases from central administrative agencies, local governments, and public institutions, and goes through evaluations by a citizen judging panel, experts, and a public voting panel.

It was recognized for its achievement in establishing a system to prevent erroneous payments of infant care allowances and tax leakage in advance through the project ‘Establishment of User Manual for Management Function of Dual Nationals and Overseas-born Children,’ winning the Prime Minister's Award.
The project ‘Establishment of User Manual for Management Function of Dual Nationals and Overseas-born Children’ was initiated by the proactive suggestion of Gangdong-gu Office employees. When dual-national children enter or exit the country with passports not registered in the system (Next Generation Social Security Information System), cases of incorrect payment of childcare allowances occur. Recognizing this, Gangdong-gu employees have been working to establish a system to prevent such cases in advance.
In the process, they participated in the Ministry of Health and Welfare’s ‘Parental Allowance Practical Support Task Force (TF team)’ and proposed the manual project, actively contributing to the establishment of a unified system where passport information can be verified nationwide.
Through this, the district newly established the ‘User Manual for Management Function of Dual Nationals and Overseas-born Children,’ achieving results such as recovering a total of 32.3 million KRW by verifying childcare allowances for children residing overseas long-term without eligibility. This manual was also included in the ‘2024 Parental Allowance Business Guide’ booklet published by the Ministry of Health and Welfare this year, spreading nationwide.
