Only Small-Scale Construction Closely Related to Residents' Lives and Emergency Restoration Work Are Exceptionally Allowed
Mapo-gu, Seoul (District Mayor Park Gang-su) will prohibit all excavation work on asphalt and paved roads within the district for three months from December 1, 2024, to February 28, 2025.
This measure aims to prevent poor construction caused by frozen excavated soil leading to inadequate compaction during winter road excavation, as well as to avoid road subsidence, traffic inconvenience, and safety accidents that may occur during the thawing season.
The district will, in principle, suspend all construction involving excavation of paved roads during the control period. For ongoing and scheduled construction projects, restoration must be completed before the control period or the schedule adjusted to after the control period. However, small-scale excavation work within 3 meters in width and 10 meters in length, such as gas and water supply works closely related to residents' daily lives, and emergency repairs due to natural disasters or sudden accidents will be exceptionally allowed if road occupancy permits are obtained.

Additionally, the district will strengthen local patrols to prevent unauthorized excavation during the control period and will take strict administrative actions such as filing complaints and ordering restoration if unauthorized excavation is discovered.
Furthermore, even after the control period ends, construction will be halted if the temperature drops below 5°C to ensure residents' safety.
