Yeoncheon-gun Eases Regulation on Change of Use Standards for 'Yeoncheon Horogoru'
On the 20th, Yeoncheon-gun, Gyeonggi Province announced that it will relax the standards for permitting changes in appearance related to construction activities within the historic and cultural environment preservation area of the historic site ‘Yeoncheon Horogoru.’
This measure is the result of Yeoncheon-gun’s administrative efforts to harmonize national heritage protection with development, providing administrative convenience for development complaints by easing construction activities on privately owned land around the historic site.
To this end, the county first proposed the relaxation of the permit standards to the National Heritage Agency in April last year, and it passed the Cultural Heritage Review Committee of the National Heritage Agency in October.
Previously, construction activities within the historic and cultural environment preservation area surrounding the Yeoncheon Horogoru cultural heritage site were somewhat restricted, requiring individual permits from the National Heritage Agency for development complaints. Under the newly relaxed standards, if certain conditions are met, administrative procedures such as cultural heritage impact reviews for new construction, reconstruction, or extension of buildings can be omitted, and Yeoncheon-gun can handle these matters independently, simplifying the process and enabling faster complaint resolution.

A Yeoncheon-gun official stated, “This relaxation measure is a balanced approach that aims to protect the property rights of local residents and increase economic benefits while preserving the intrinsic value of historical and cultural resources,” adding, “We expect the Yeoncheon Horogoru area to become a model case where historical value and modern development coexist.”
