173 Locations Have Emergency Bells in Name Only...Urgent Need for Improvement
It has been revealed that emergency bells, which are mandatory in public restrooms in the Jeonnam region, are installed in only 66% of the locations. Furthermore, it was pointed out that there are as many as 173 places with emergency bells that are merely decorative and not connected to the police or other authorities.
On the 5th, Im Ji-rak, a member of the Jeollanam-do Provincial Council (Democratic Party, Hwasun 1), demanded improvements during the administrative audit of the Environment and Forestry Bureau, stating that despite the mandatory installation of emergency bells in public restrooms, the installation rate in the Jeonnam region remains low.
According to Councilor Im, out of a total of 2,016 public restrooms in the Jeonnam region, only 1,348 (66%) have emergency bells installed, and 668 restrooms still do not comply with the mandatory installation regulations.
Councilor Im particularly criticized, "Emergency bells were created to ensure the prompt dispatch of police in emergency situations, but there are 173 places where the bells are only nominal and not linked to the police or other authorities," emphasizing, "In a situation where incidents and accidents related to public restrooms are continuous, emergency bells in public restrooms must be thoroughly managed as they are directly related to the safety of the public."
The mandatory installation of emergency bells in public restrooms was enacted with the revision of the Act on Public Restrooms in July 2021, and the 'Mandatory Installation of Emergency Bells in Public Restrooms' has been in effect since July 1 of last year.

Park Jong-pil, Director of the Environment and Forestry Bureau of Jeonnam Province, who responded to the inquiry, said, "Taking this audit as an opportunity, we will request all 22 cities and counties to inspect the maintenance and management of emergency bells in all public restrooms in the province to ensure thorough management."
