BMC and Busan City Complete Application to Lift Development Restrictions on Western Busan Complex Industrial Zone
Accelerating Industrial Complex Plans by 2026 to Secure Busan's Future Growth Engine
Busan City (Mayor Park Hyung-jun) and Busan Metropolitan Corporation (BMC, President Kim Yong-hak) announced that they applied to the Ministry of Land, Infrastructure and Transport on the 30th for a change in urban management plans to lift the development restriction zone related to the West Busan Complex Industrial Park Development Project (West Busan Complex Industrial Park).
The West Busan Complex Industrial Park is planned to be developed on approximately 1.39 million square meters (420,000 pyeong) in Gangdong-dong, Gangseo-gu, and aims to attract high value-added industries related to electronics, bio and new materials, mechatronics, and logistics through the complex industrial park.
BMC completed consultations on agricultural suitability with the Ministry of Agriculture, Food and Rural Affairs in April last year to lift the development restriction zone for the West Busan Complex Industrial Park project area, and informed citizens about the full-scale promotion of the project through a residents' briefing session in December.
Also, in July this year, after BMC submitted the draft plan for lifting the development restriction zone to Busan City and completed the city council's opinion hearing in August, Busan City finally submitted the application for lifting the development restriction zone to the Ministry of Land, Infrastructure and Transport.
BMC plans to actively cooperate with Busan City to proceed with related permits and approvals, including strategic and environmental impact assessment consultations, traffic and disaster impact assessment consultations, aiming to lift the GB in 2025 and establish the industrial complex plan.
Kim Yong-hak, President of Busan Metropolitan Corporation, said, “We will speed up the West Busan Complex Industrial Park development project to timely secure Busan’s future growth engine,” and added, “We will strive to create a specialized industrial complex that can revitalize the local economy and provide quality jobs.”

The West Busan Complex Industrial Park is a project expected to create synergy effects for regional development through linked development with the approximately 420,000 pyeong site in Gangdong-dong, Gangseo-gu, Busan, bio and new materials industries, metal, machinery and equipment manufacturing, the nearby Daejeo Public Housing District (about 19,000 households), and the Busan Research and Development Special Zone Advanced Complex District.
