The 'Think Tank' is a meeting composed of Grade 5 public officials with many years of experience and know-how in public service, where various opinions are freely presented in an open atmosphere.
This meeting was held to share the review of the previous month's discussion items and to discuss measures for joint response to malicious civil complaints at the city level.
Among the previous month's discussion items, regarding the opinion to make it mandatory to disclose employee photos and mobile phone numbers on the Saeol administrative system organizational chart for face-to-face work cooperation and urgent work processing convenience, the Digital Information Officer shared the response that employee photos and mobile phone numbers are personal information and cannot be disclosed without the employee's consent in accordance with the Personal Information Protection Act.
Also, the existing Baroday on-site administrative service required entering the report number again on the Saeol administrative bulletin board after reporting to the Safety Report Center, but an improvement plan was prepared to aggregate application details simply by selecting the applicant as 'Gwangju City institution' instead of 'individual' when reporting to the Safety Report Center. The city plans to promote the operation of the Baroday on-site administrative service by selecting outstanding employees and excellent teams for observation activities every half year and providing incentives.
In particular, for the preparation of joint response measures related to malicious civil complaints, team leaders and staff from the Integrity Investigation Team, Administrative Support Team, Civil Complaints Administration Team, Legal Support Team, and lawyers attended together, discussing cases of malicious complaints and jointly devising solutions and employee protection measures.
A city official said, "Recently, cases of public officials who passed through high competition rates resigning due to civil complaint stress are increasing, and the difficulties faced by officials in charge due to malicious complaints are not just individual issues but can lead to a qualitative decline in administrative services," adding, "We will strive to strengthen protective measures and improve the working environment so that employees can work safely."

Meanwhile, following the passage of the amendment to the 'Act on the Handling of Civil Complaints' and its enforcement decree for preventing malicious complaints and protecting civil complaint officials at the Cabinet meeting on the 22nd of last month, the Ministry of the Interior and Safety plans to distribute the "Measures to Respond to Illegal Acts and Repeated Complaints by Complainants" containing the contents of this amendment. After issuing the guidelines, in-depth discussions will continue to strengthen employee protection measures.
