Gangwon Province, Wonju City, Nemco, and KTC Sign Agreement for Development of Gangwon Semiconductor Industry
Gangwon Special Self-Governing Province (Governor Kim Jin-tae) held the ‘2024 Gangwon Special Self-Governing Province Semiconductor Forum’ at Wonju Medical Device Technovalley on the 29th to ensure the successful establishment of the Gangwon K-Semiconductor Cluster.
On the 29th, prior to the '2024 Gangwon Special Self-Governing Province Semiconductor Forum' held at Wonju Medical Device Technovalley for the successful establishment of the Gangwon K-Semiconductor Cluster, Kim Jin-tae, Governor of Gangwon Province, Won Kang-soo, Mayor of Wonju City, Peruve Nemco, Chairman, and Ahn Sung-il, Director of the Korea Testing Laboratory for Machinery, Electrical and Electronics, signed a business agreement to create a Gangwon-type semiconductor industry ecosystem and applauded in celebration.
This forum, held for the second time following last year, began with a success ceremony for the establishment of the three major testbeds in Gangwon, followed by keynote speeches and session presentations and discussions by Kim Tae-chan, former Vice President of SK Hynix, and Choi Yong-geon, Executive Director of DB HiTek.
Before the forum started, Governor Kim Jin-tae of Gangwon Province signed a business agreement for the development of South Korea’s semiconductor industry and the creation of a Gangwon-type semiconductor industry ecosystem with Per Ove Øyberg, Chairman of Nemko, a global testing and certification organization headquartered in Oslo, Norway, An Seong-il, President of Korea Testing Certification (KTC), and Won Gang-su, Mayor of Wonju City.
On the 29th, before the '2024 Gangwon Special Self-Governing Province Semiconductor Forum' held at Wonju Medical Device Technovalley for the successful establishment of the Gangwon K-Semiconductor Cluster, Kim Jin-tae, Governor of Gangwon-do, delivered a greeting.
The main contents of the agreement include sharing testing and certification technologies for the development and commercialization of advanced industrial products, cooperation in supporting European standard technologies such as the semiconductor industry, exchange of evaluation technologies, and support for education.
Gangwon Province expects this to greatly help in the exchange of core technologies such as testing, verification, and certification related to the semiconductor testbed project currently underway, as well as in securing credibility.
Chairman Per Ove Øyberg of Nemko stated, “Nemko will actively share its human resources and testing and certification technology know-how to ensure that the goal of creating a Gangwon-type semiconductor industry ecosystem can be completed efficiently and in a timely manner.”
Nemko, established in 1933, is a global testing and certification organization that conducts product testing, inspection, and certification for semiconductors, ships, vehicles, and more, with 34 branches worldwide. Its domestic branch, Nemko Korea, is a KC (Korea Certification) designated testing institution located in Hwaseong, Gyeonggi Province.
An Seong-il, President of KTC, said, “We will actively cooperate with Nemko to firmly establish the Gangwon semiconductor cluster and help our companies enter overseas markets.”
KTC is South Korea’s representative internationally accredited testing and certification organization, providing testing and certification services by establishing testing, evaluation, and certification equipment at regional centers nationwide (headquarters in Gunpo).

In his welcoming remarks, Governor Kim Jin-tae of Gangwon Special Self-Governing Province emphasized, “The whole world wants to participate in the semiconductor industry, and now it is a reality that even a slight delay means missing the opportunity to join,” adding, “The semiconductor industry is no longer optional but essential.” He continued, “Especially today, global certification organization Nemko and Korea’s KTC have attended for semiconductor industry cooperation,” and stated, “We will successfully promote the 1+3 policy for building semiconductor testbeds going forward.”
