Research Kickoff Meeting on 'Ulsan-type Visa' on the 25th
Attracting Foreign Workers and International Students, Overcoming Population Decline
Ulsan City announced that it will hold a kickoff briefing session for the "Ulsan-type Metropolitan Visa Design Study" at 3 p.m. on the 25th in the Ulsan City Hall Situation Room.
This study was initiated to address the issue of regional labor force decline caused by low birth rates, aging population, and the outflow of young people to the metropolitan area, as well as to secure excellent foreign talent needed for local industries.
About 10 participants, including officials from relevant departments of Ulsan City, local universities, and companies, will attend the briefing session to focus on discussing ways to attract foreign workers tailored to Ulsan’s characteristics and industrial demand.
The main research topics include establishing a customized visa system for foreign workers that meets Ulsan’s industrial needs, preparing social integration and support policies for the stable settlement of foreign workers, and promoting industry-education linked talent development through cooperation with local universities.
This initiative is being promoted as part of the human resource development cooperation agreement signed in August between Ulsan City and the Ministry of Employment and Poverty Reduction of Uzbekistan. It aims to design a customized visa system that allows skilled foreign talents who have completed specific training in their home countries to be employed by demand companies in the Ulsan area.
Kim Nogyung, Director of the Planning and Coordination Office, stated, “Through the design of the Ulsan-type metropolitan visa, we will establish a system that can attract foreign workers tailored to the needs of the region and do our best to simultaneously solve regional economic and population issues.”

Ulsan City plans to prepare the Ulsan-type metropolitan visa plan within this year in line with the Ministry of Justice’s metropolitan visa system schedule and implement it in 2025.
