Pointing Out Issues with Plant Wall Installation Through a 5-Minute Free Speech

Gwangju Seo-gu Office has been urged to improve as it continues to install additional plant walls despite negative criticisms, showing budget waste and poor communication in administration.
On the 21st, Councilor Yoon Jeong-min of Gwangju Seo-gu Council made the claim during a 5-minute free speech at the 1st plenary session held during the 326th extraordinary session.
Councilor Yoon stated, “Since the early stages of the project in 2019, we have continuously raised concerns about the installation of plant walls outdoors to Seo-gu Office, but despite these concerns, Seo-gu Office installed additional plant walls,” and criticized, “This clearly demonstrates Seo-gu Office’s budget waste and poor communication in administration.”
He continued, “Due to the characteristics of the purification facilities composed of pots, it is difficult for plants to grow in the rapidly changing climate conditions such as heatwaves and severe cold,” and added, “We have continuously requested that other methods be devised to achieve the project’s goals such as urban landscape improvement and fine dust reduction.”
According to Councilor Yoon, despite continuous criticisms, Seo-gu Office installed 6 additional plant walls in 2021, and among them, only half, 3 locations, currently have plants inserted. Out of the total 8 plant walls installed so far, only 4 have plants planted.

In his closing remarks, Councilor Yoon said, “If a project that is ineffective and only wastes budget is carried out, it will undermine the social trust of hardworking public officials,” and urged, “Please re-examine the project and improve the issues to operate the budget and administrative power appropriately according to the purpose.”
