On the occasion of President Yoon Suk-yeol's state visit to Singapore, the two countries agreed to significantly strengthen cooperation in future core sectors such as advanced manufacturing, energy, and liquefied natural gas (LNG) supply chains. With Singapore being a global hub for logistics and transportation, this agreement expands the cooperation framework between Korea and Singapore beyond trade and investment to future fields like artificial intelligence (AI) and digital technologies. Amid increasing global geopolitical risks, this is seen as a solid foundation for building robust industrial and supply chains.
On the 8th (local time), President Yoon held a summit with Singapore Prime Minister Lawrence Wong to discuss bilateral cooperation plans reflecting these points. On the same day, Korea's Ministry of Trade, Industry and Energy and Singapore's Ministry of Trade and Industry signed the 'Supply Chain Partnership Agreement (SCPA)'. The SCPA upgrades the multilateral Indo-Pacific Economic Framework supply chain agreement to a bilateral level, with Singapore being the first country to sign. Additionally, they established a system to share a 'Supply Chain Crisis Response System' that allows for rapid notification upon detecting signs of supply chain disruptions and convening emergency meetings within five days if disruptions occur.
In the energy sector, they signed an 'LNG Supply Cooperation MOU'. Singapore ranks 4th globally in LNG re-exports (by volume) and is a key partner for Korea, the world's 3rd largest LNG importer. Through this MOU, the two countries agreed to cooperate across the entire supply chain, including LNG swaps exchanging inventory when necessary, joint purchasing, and information sharing. The Presidential Office expects this to stabilize domestic natural gas supply and significantly reduce LNG import costs.
In a joint press conference following the summit, President Yoon stated, "Based on the 'Supply Chain Partnership Agreement' between our two countries, we will strengthen supply chain cooperation in bio, energy, and advanced industrial sectors and jointly respond to supply chain disruptions. The 'LNG Supply Cooperation MOU' signed this time will also greatly contribute to establishing a stable international energy supply chain."
The two countries' ministries of industry also signed an 'Advanced Industry Energy Technology Cooperation MOU'. They will prioritize cooperation in fields such as advanced manufacturing, future vehicles, and AI, and promote joint research and development (R&D) with major Singaporean companies and research institutions. In last year's 'Global AI Index,' Korea ranked 6th worldwide, and Singapore ranked 3rd, indicating strong synergy potential in AI cooperation. Furthermore, Singapore is a powerhouse in AI, digital, and bio sectors, while Korea is a leader in semiconductors, automobiles, and batteries, highlighting great potential for collaboration in advanced technology fields.
In the advanced industry startup sector, Korea's Ministry of SMEs and Startups and Singapore's Enterprise Singapore signed a 'SME and Startup Cooperation MOU.' Park Chun-seop, Senior Secretary for Economic Affairs at the Presidential Office, said in a local media briefing, "This MOU will strengthen exchanges and cooperation between startups in both countries and mutually support the growth of SMEs and startups." He added, "With the signing of an MOU between the two countries' venture capital associations, private sector exchanges and investment cooperation are expected to become more active."
Based on this cooperation, the two leaders agreed to establish a 'strategic partnership' next year, marking the 50th anniversary of diplomatic relations. They plan to successfully complete the revision negotiations of the 'Air Services Agreement' scheduled to conclude next year to increase people-to-people exchanges between the two countries. They also established a 'Criminal Extradition Treaty' during this state visit to provide an institutional foundation for protecting the rights and interests of Korean nationals. Furthermore, they agreed to closely cooperate on North Korea nuclear issues and Asia-Pacific strategies.
