Experts on Elderly Issues Discuss Need for Senior Safety Net and Propose New Care Models
Held on September 6 at 1 PM in Nowon-gu Office Small Auditorium, Open to All Interested Residents
Nowon-gu (Mayor Oh Seung-rok) announced that it will hold the ‘Community Elderly Safety Net Establishment Forum’ to discover a new model for elderly care within the local community.
The forum marks the first anniversary of the ‘Nowon Elderly Counseling Center,’ established last year within the Nowon-gu Surak Senior Welfare Center, aiming to diagnose the current status of elderly care in the area and suggest directions for elderly welfare policies.
In particular, as the district is expected to enter a super-aged society by 2025, it believes that establishing an ‘elderly safety net’ is necessary to ensure stable care and basic quality of life for the increasing elderly population. The forum plans to discuss the necessity and activation measures of the elderly safety net in the super-aged era, raising interest in welfare policies for the elderly and improving the quality of safe and healthy elderly life.
The forum’s theme is ‘The Necessity and Model Presentation of Safety Net Establishment for Community Elderly Care.’ Experts on elderly issues, including elderly policy researchers, elderly care institution officials, and heads of elderly counseling centers, will participate as presenters and discussants.
The discussion will be chaired by Professor Nam Hyun-joo, president of the Korean Gerontological Welfare Association. It will begin with a keynote presentation by Lee Yoon-kyung from the Korea Institute for Health and Social Affairs titled ‘Changes in Elderly Care Policies and the Necessity of Safety Nets,’ followed by presentations and comprehensive discussions on ▲cases of establishing safety nets for vulnerable elderly care ▲proposals for integrated elderly safety net centers ▲psychological and social safety nets ? installation and expansion of elderly counseling centers.
The forum will be held on September 6 at the Nowon-gu Office Small Auditorium, and any interested Nowon-gu residents can participate. Applications can be made by contacting the Elderly Counseling Center.

The Nowon Elderly Counseling Center covers a wide range of counseling topics related to the elderly generation and operates under the first-ever autonomous district direct management system nationwide to ensure continuity of counseling. It provides counseling on various needs such as elderly suicide, depression, and sexual issues, and offers solutions through psychological stabilization programs and case management. Counseling is conducted sequentially by professional counselors according to the crisis level and order for elderly residents aged 65 and over and their families within the community.
Oh Seung-rok, Mayor of Nowon-gu, stated, “Ensuring that the elderly live safe and happy lives is an important responsibility of the local community,” and added, “We hope this forum will serve as an opportunity to gather diverse opinions on elderly care and prepare concrete plans for establishing a safety net.”
