Ulsan City Attracts 150 Billion KRW Investment for Semiconductor Material Production Plant
Investment Agreement with BGF Eco Materials Co., Ltd.
Strengthening Position as a Hub for Advanced Industries such as Semiconductors
Ulsan City has attracted a semiconductor material production plant worth 150 billion KRW, further establishing its position as a hub for advanced industries such as semiconductors and secondary batteries.
On the afternoon of the 20th at 3 PM, Ulsan City and BGF Eco Materials Co., Ltd. signed an investment agreement (MOU) for the construction of a semiconductor material (anhydrous hydrofluoric acid) production plant in the mayor’s office on the 7th floor of the City Hall main building. Anhydrous hydrofluoric acid is a key raw material for semiconductors, secondary batteries, and general industrial fluorine-based substances.
The agreement was signed in the presence of Ulsan Mayor Kim Dookyum and BGF Eco Materials CEO Hong Junghyuk, among others.
Under this investment agreement, BGF Eco Materials Co., Ltd. will invest approximately 150 billion KRW in the construction of the anhydrous hydrofluoric acid production plant.
The new plant will be built on the site of its subsidiary, Fluorin Korea Co., Ltd., located in the Onsan National Industrial Complex, with completion targeted for 2026.
The production capacity will be 50,000 tons per year, which is about half of the domestic demand.
In addition, the company will cooperate with Ulsan City to create local jobs and revitalize the economy by prioritizing the hiring of local residents for the new plant.
Ulsan City will also continue to work closely with the company to ensure the successful implementation and stable settlement of this new investment project, providing active administrative support such as swift licensing procedures.
Hong Junghyuk, CEO of BGF Eco Materials, stated, “We are grateful for Ulsan City’s support, and we will devote all our capabilities to this new investment. We will also continue to invest in related industries so that the Ulsan region can become a central hub for the semiconductor materials industry.”
Kim Dookyum, Mayor of Ulsan, said, “With this investment, BGF Eco Materials’ position in the semiconductor materials industry will be further strengthened. Ulsan City will do its utmost to create an investor-friendly environment by strengthening pro-business policies, so that more companies in advanced industries such as semiconductors and secondary batteries will invest in Ulsan.”
This investment is being promoted in line with the government’s strategy to reduce dependence on overseas anhydrous hydrofluoric acid by half by 2030.

Accordingly, Ulsan City plans to take the lead in solving supply chain issues in major national advanced industries such as semiconductors and secondary batteries by localizing the production of anhydrous hydrofluoric acid through this investment.
