According to the agreement, the two cities will establish a mutual cooperation system between institutions, starting with mutual hometown love donations among employees of agricultural and livestock cooperatives. Additionally, the four institutions will cooperate to achieve 1,274,000 'related population' between Pyeongtaek and Jecheon. The term 'related population' refers to the number of people who do not fully settle in a specific area but maintain continuous relationships by visiting the region regularly or irregularly. The two cities explained that they set the related population target at 1,274,000 considering the symbolism of the 127.4 km-long Pyeongtaek-Jecheon Expressway.
Jung Jang-seon, mayor of Pyeongtaek, said, "I hope that Pyeongtaek and Jecheon will grow together through this agreement." Kim Chang-gyu, mayor of Jecheon, also responded, "I hope to discover competitive agricultural products and rural tourism resources as return gifts, strengthen mutual promotion, and contribute to the hometown love donation system and revitalization of the local economy."
