On the 25th, Choo Kyung-ho, floor leader of the People Power Party, told Vice Chairman Joo Ho-young, "I specially request you to refuse to preside over the upcoming unlimited debate (filibuster)." The People Power Party plans to respond with a filibuster if the Democratic Party of Korea submits the four broadcasting-related bills (Broadcasting Act, Korea Broadcasting Culture Promotion Agency Act, Korea Educational Broadcasting System Act, and the Act on the Establishment of the Korea Communications Commission) and the re-deliberation of the special prosecutor bill for Chae Sang-byeong to the plenary session on that day.

He added, "Amid no agreement on the legislative schedule between the ruling and opposition parties, I strongly request Vice Chairman Joo to refuse to preside over the session as a protest against the biased and unilateral proceedings led by Speaker Woo Won-shik, who is from the Democratic Party."
Floor Leader Choo said, "Speaker Woo has declared that he will submit the four broadcasting control bills to the plenary session today without any agreement," and added, "He pretended to mediate between the ruling and opposition parties, citing extreme confrontation and national division, but ultimately revealed his intention to support the Democratic Party's legislative rampage."

He stated, "We cannot agree to the submission and passage of the four broadcasting control bills in the plenary session, which were unilaterally pushed through by the Democratic Party alone in the standing committee without any proper and serious debate between the ruling and opposition parties," and said, "If the four broadcasting control bills are submitted to the plenary session on that day, the People Power Party will strongly respond to the Democratic Party's legislative rampage aimed at permanently controlling public broadcasting." He continued, "As soon as the four broadcasting bills are submitted to the plenary session, we will conduct a filibuster on each bill to inform the public of their unfairness."
