Second Half Discussions with Related Ministries... Legislative Timing Under Coordination
The government will support the second amendment of the Jeonbuk Special Self-Governing Province Act by synthesizing opinions from the field and relevant ministries in a way that leverages the unique characteristics of Jeonbuk.
On the 18th, the government announced this at the 'Public Livelihood Forum with the People - The 27th Economic Forward Base Opening the New West Coast Era, Jeonbuk' held in Jeongeup, Jeonbuk.
Previously, the Jeonbuk Special Self-Governing Province officially launched on January 18 of this year. On December 27, the first amendment, reflecting region-specific special cases, will be implemented. The plan is to include new special cases or improvements to existing ones in the second amendment.
So far, the Jeonbuk Special Self-Governing Province has discovered special cases through the 'Special Case Project Discovery Promotion Team,' composed of the province, cities/counties, local councils, and experts. Then, by gathering opinions from the industrial field to verify effectiveness, 49 legislative tasks for the second amendment were finalized. Among these, 33 are new tasks, and 16 were not reflected in the first amendment.
In the second half of this year, consultations will be held mainly by the Office for Government Policy Coordination and the Ministry of the Interior and Safety to practically incorporate these tasks into legislation. Considerations will include Jeonbuk’s unique regional characteristics, alignment with government policies, and fairness with other cities and provinces. Specific methods and timing related to the legislative amendment will require coordination between the government and the province.
There had been criticism that the first amendment did not include financial special cases for securing independent finances. Therefore, attention is focused on how many financial-related special cases can be included in the second amendment.
