New Designation of 'National Core Technologies' Including Hydrogen Power Generation and High-Speed Rail Design
The government will newly designate four technologies in the fields of nuclear power, machinery, and automobile·railroad as national core technologies. Three technologies in the nuclear power sector will be removed from the existing national core technologies.
The Ministry of Trade, Industry and Energy announced on the 4th that it will promulgate the "Amendment to the Notice on Designation of National Core Technologies" containing these details on the 5th and implement it immediately upon promulgation. The ministry explained that this amendment aims to re-examine the existing designated national core technologies and clarify the scope of technologies in response to the rapid pace of technological advancement.
Through this amendment, the number of national core technologies will increase by one from the existing 75 across 13 fields to 76, and the criteria for 24 fields will be changed.
The technologies newly designated due to their high growth potential and need for proactive protection include four in total: in the nuclear power field, 'Rubber-based seismic isolation device technology for reducing design exceedance earthquake forces on nuclear power plant structures,' 'Atmospheric pressure sintering and high-temperature oxidation resistance enhancement technology for triple-structured isotropic (TRISI) silicon carbide (SiC) nuclear fuel,' in the machinery field, 'Design and manufacturing technology for hydrogen combustion in power generation gas turbines,' and in the automobile·railroad field, 'Design, analysis, and manufacturing technology for high-speed train car bodies.'
Three technologies in the nuclear power field?'Passive auxiliary feedwater system technology for nuclear power plants,' 'Remote visual inspection technology for the secondary side of nuclear power plant steam generators,' and 'New-type light water reactor power control system technology'?will be removed from the national core technologies due to a decreased need for protection.
Additionally, 24 technologies across eight fields including semiconductors, electrical and electronics, and steel will have their existing technology scopes subdivided and specified.
For example, in the semiconductor field, 'Design, process, and device technologies corresponding to 64-layer or more stacked 3D NAND flash' have been specified; in the electrical and electronics field, 'Design, manufacturing, and process technologies for cathode materials (including precursors) with nickel content exceeding 80% in lithium secondary batteries' and 'Design, process, manufacturing, and evaluation technologies for next-generation lithium secondary batteries (including ultra-high-performance electrodes with 600mAh/g or more)' have been detailed.
National core technologies refer to technologies with high technical and economic value that, if leaked overseas, could adversely affect national security and the national economy. They are designated and protected by law. This year, the Ministry of Trade, Industry and Energy plans to continue gathering opinions related to designation, modification, and removal of national core technologies through relevant ministries, core technology holders, and industry associations and organizations, and proceed with the amendment work.

Choi Woo-hyuk, Director of Trade Security Policy at the Ministry of Trade, Industry and Energy, said, "Core technologies are important assets that can determine future industrial competitiveness. We will enhance the effectiveness of the technology protection system by timely identifying technologies that need protection and promptly processing procedures for companies’ core technology exports."
