Cheonan City Council Enacts Ordinance for Major Accident Prevention

The "Cheonan City Ordinance on the Prevention and Management of Major Disasters," primarily proposed by Cheonan City Councilor Lee Byung-ha, passed the 2nd plenary session of the 1st regular meeting of the 269th assembly.

According to the Cheonan City Council on the 10th, the "Ordinance on the Prevention and Management of Major Disasters in Cheonan City," which was primarily proposed by City Councilor Lee Byung-ha, passed the 2nd plenary session of the 1st regular meeting of the 269th session.
The ordinance includes △ safety plans for the prevention and management of major disasters △ surveys on the actual conditions of major disasters △ matters related to the formation of public-private consultative bodies △ designation and operation of priority management targets △ and plans to establish a safety and health management system through counseling, education, and publicity.
So far, Cheonan City has continuously experienced major disaster accidents due to various construction projects progressing amid rapid urban development.
In fact, the Ministry of Employment and Labor is currently investigating whether there was a violation of the Serious Accidents Punishment Act regarding an incident in February where two subcontractor workers fell 40 meters at an apartment construction site in Seobuk-gu, resulting in one death and one injury.
Also, regarding an incident in May 2022 where a worker fell 7.4 meters from the roof of a logistics warehouse construction site in Seonggeo-eup, Seobuk-gu, while installing prefabricated concrete slabs and died, the prosecution recently indicted the construction company’s CEO and the site manager on charges of violating the Serious Accidents Punishment Act.
Councilor Lee Byung-ha said, “At the early stage of the enforcement of the Serious Accidents Punishment Act, establishing a system to prevent accidents is more urgent than punishment,” and added, “We aim to systematically build a system to prevent major disasters to protect the lives and bodies of citizens.”

He continued, “It is expected that citizens’ lives and safety will be further strengthened through this ordinance,” emphasizing, “It is important to focus on building and managing a continuous prevention system rather than one-time measures.”
