The government suspended the effectiveness of the September 19 Military Agreement entirely on the previous day (the 4th). There is a significant difference in stance between the ruling and opposition parties. Former People Power Party lawmaker Tae Young-ho called the suspension of the September 19 Military Agreement an "inevitable choice," while Bu Seung-chan of the Democratic Party criticized it as a "hasty and foolish decision." Kim Byung-joo, also from the Democratic Party, described it as a "blunder by the Yoon Seok-yeol administration."
On the 5th, former lawmaker Tae Young-ho said on MBC Radio's "Kim Jong-bae's Focus" regarding concerns about increased military tensions along the Demilitarized Zone due to the suspension of the September 19 Military Agreement, "There is almost no predictability between South and North Korea," adding, "The government must quickly establish response protocols to prevent accidental clashes."
Tae explained that the government must firmly respond with strength to increase predictability and control provocations. He said, "As soon as the government announced the resumption of loudspeaker broadcasts toward North Korea, the North seemed to back down within five hours," adding, "If we had shown weakness, they would not have backed down." He also suggested that there is still a possibility for the September 19 Military Agreement to be restored in the future.
On the other hand, Representative Bu viewed the restoration of the military agreement's effectiveness as quite difficult under the Yoon Seok-yeol administration. He expressed concern, saying, "Regarding the filth balloons, defector groups said they would respond several dozen times stronger. The likelihood of large and small provocations in the buffer zone, as well as unexpected provocations, is expected to increase significantly." Bu said, "North Korea has never declared it would dismantle any system even if it provoked, but the government is saying it will dismantle and suspend the agreement. This is a hasty and foolish decision that shows a lack of understanding of the fundamental purpose of the system."
He further explained, "In reality, systems, dialogue, and cooperation are pillars of national security, and thinking only about strength-for-strength is not about securing national security," adding, "This only means fighting at the expense of the lives and safety of the people."
Democratic Party lawmaker Kim Byung-joo also said on KBS Radio's "Jeonggyeok Sisa" that "The September 19 Military Agreement was a measure to prevent accidental clashes in border areas, and suspending its effectiveness is a blunder by the Yoon administration." He continued, "The safety of the people is not considered at all," and expressed concern that "The Yoon administration might be using security as a political tool to change the situation because it is facing difficulties." Kim predicted, "If we resume loudspeaker broadcasts, North Korea is expected to respond with provocations," and warned, "If we proceed with a 'strength-for-strength' strategy, South and North Korea will become increasingly unstable."
Concerns about the future situation have also risen regarding the approximately 1,000 filth balloons sent from North Korea. There are opinions that even stronger items could be sent in the future. Representative Bu said, "Right now, they are simply filth balloons, but I am quite worried that next time it could be something stronger," adding, "According to Supreme Court precedents, the state can stop leaflet distribution to protect the lives and safety of its citizens. I think such factors should be comprehensively considered."

Representative Kim also described the filth balloons as a new form of provocation. He said, "It will not end with just filth balloons. North Korea must have found our vulnerabilities," adding, "If the balloons contained explosives or chemical weapons, it could cause great damage." Kim criticized, "Neither the government nor the military has any measures or manuals related to this," and pointed out, "We need to strengthen military readiness while working to build peace, but such efforts are not being made at all, so the public is very anxious."
