Management Measures Prepared for 15 Types in 4 Areas, Protecting Heatwave Vulnerable Groups
Working Hard to Prevent Damage with Cooling Centers, Shade Shelters, Smart Rest Areas, and Gwangjin Water Stations
Gwangjin-gu (District Mayor Kim Kyung-ho) has prepared and is actively implementing the '2024 Comprehensive Heatwave Countermeasures' to prevent disasters and safety accidents caused by the summer heatwave.
The Korea Meteorological Administration has forecasted that the average temperature this summer will be higher than usual.
In response, the district has established 15 safety management measures across four major areas to proactively address summer heatwave disasters: ▲ Establishment of heatwave situation management and response system ▲ Protection measures for heatwave-vulnerable groups ▲ Operation and expansion of heatwave mitigation facilities ▲ Minimization of heatwave damage.
First, a comprehensive support situation room will be operated for heatwave situation management and response. The Director of the Safety and Environment Bureau will serve as the head of the situation room, with 10 departments divided into 4 teams carrying out assigned tasks such as heatwave situation management, protection of vulnerable groups, facility safety inspections, and promotion of action guidelines.
To prevent accidents caused by heatwaves, special focus is placed on protecting vulnerable groups. Cooling supplies will be provided to households in need, including persons with disabilities, the elderly, and low-income families, and the frequency of welfare checks will be increased. A total of 91 elderly cooling shelters centered around senior centers will be operated to protect the health of seniors vulnerable to heat-related illnesses. The safety of outdoor workers and construction site laborers will also be ensured by inspecting the adequacy of cooling facilities, availability of rest areas, and adjustment of working hours to implement heatwave safety measures on site.
Heatwave mitigation facilities have also been significantly expanded. The district will operate △ 5 Gwangjin Water Stations △ 18 Smart Shelters △ 218 Shade Structures △ 5 Cooling Fog units. In particular, at five locations such as the Jungnangcheon walking trail and Gwangjin Supnaru Park, where shade is scarce and it is difficult to avoid direct sunlight, Gwangjin Water Stations will be operated with prepared bottled water. Additionally, water cleaning vehicles will be deployed to regularly wash major and arterial roads during the heatwave period to lower urban temperatures and alleviate the heat island effect.
To minimize damage during heatwave situations, measures for safe power supply have been established. Step-by-step power supply and demand measures will be communicated, and energy-saving campaigns will be promoted. A cooperative system has been established with related organizations such as the Korea Gas Safety Corporation and Korea Electric Power Corporation Gwangjin-Seongdong Branch to prepare for emergency situations.

Kim Kyung-ho, Mayor of Gwangjin-gu, stated, “We have prepared substantial measures to prevent heatwave damage. In particular, we have greatly expanded heatwave mitigation facilities such as smart shelters and shade structures so that residents can comfortably use them in their daily lives.” He added, “We hope all residents familiarize themselves with heatwave action guidelines and safely get through the summer without any heatwave damage.”
