On the 31st, President Yoon Suk-yeol held a summit with Julius Maada Bio, President of Sierra Leone, who visited Korea on the occasion of the Korea-Africa Summit, and agreed to strengthen bilateral cooperation in trade, business, and energy sectors.
President Yoon held the summit with President Bio at noon at the Yongsan Presidential Office. The two leaders agreed to further strengthen the cooperative relationship between the two countries, which has continuously developed since the establishment of diplomatic relations in 1962, focusing on economic, agricultural, and educational fields.
During the summit, the two countries signed a Memorandum of Understanding (MOU) on the Trade and Investment Promotion Framework (TIPF) to expand trade and investment cooperation between the two nations. The MOU includes establishing a comprehensive cooperative relationship in trade, business, and energy sectors, excluding tariff concessions.
Additionally, through the 'K-Rice Belt Project,' the two countries agreed to cooperate in improving agricultural productivity and strengthening food security in Sierra Leone. Support will be provided using Korea's advanced agricultural technologies, such as high-yield rice variety improvement, seed distribution, and technical education.
In particular, the Presidential Office stated that they will assist in implementing Sierra Leone's 'Medium-Term National Development Plan,' announced in June last year with reference to Korea's development model. This plan focuses on agricultural development and human capital development as key tasks. President Yoon said, "I hope that strengthening cooperation between the two countries will contribute to the implementation of Sierra Leone's Medium-Term National Development Plan (2024?2030), which was established with reference to Korea's development model."
President Bio expressed gratitude for Korea's contributions to Sierra Leone's economic and social development through various development cooperation projects in education, health, and other fields, and said, "I hope exchanges between the future generations of the two countries will continue to expand."

View original imageThe Presidential Office explained, "We plan to enhance cooperation in education and health sectors that will contribute to Sierra Leone's economic and social development and future growth." To this end, the government will invest 2 billion KRW by 2025 to support secondary education for out-of-school female adolescents in the western region of Sierra Leone and provide $8.65 million by 2027 for youth capacity-building projects through digital technology.
Previously, the government dispatched a 24-member overseas medical emergency relief team to Sierra Leone in 2014 to respond to Ebola and supported 20,000 COVID-19 test kits and 200,000 masks in 2020. Currently, as part of a small-scale grant aid project (with a budget of $250,000) for a public hospital under construction in Sierra Leone, support is being provided for medical equipment such as digital X-ray and ultrasound diagnostic devices.
The two leaders expressed hope that the two countries, which are serving as non-permanent members of the UN Security Council together for two years from this year to next year, will closely cooperate on the international stage to uphold shared values such as freedom and democracy. In particular, both leaders expressed concern over North Korea's continuous provocations and agreed on the necessity of thoroughly implementing UN Security Council sanctions against North Korea.
Starting with the summit with President Bio, President Yoon will officially begin the Korea-Africa Summit schedule.
Until the summit concludes on the 5th of next month, about 25 African countries will hold a series of summits to strengthen strategic cooperation with the 'Global South.' The summit will be attended by 48 African countries, with around 30 countries represented at the head-of-state level.

Since the African Continental Free Trade Area (AfCFTA) agreement came into effect in 2019, Africa has grown into a huge market with a population of 1.4 billion and a gross domestic product (GDP) of $3.4 trillion. Accordingly, the government is expected to significantly strengthen economic cooperation with African countries through this summit.
