According to the National Police Agency on the 28th, Superintendent Yoon was appointed as a Security Advisor at the Seoul Metropolitan Police Agency on the same day. The Security Advisor position is assigned to superintendents who have returned from dispatch without receiving a new post or those nearing retirement. During the 2019 investigation of the Burning Sun club scandal, Yoon was suspected of collusion after being called the 'Police Chief' in KakaoTalk chat rooms of celebrities, including Seungri, a former member of the group Big Bang. He was demoted to the General Affairs Manager at the Police Hospital in 2021 and transferred to the head of the Crime Prevention Response Division at Songpa Police Station in February this year.
British broadcaster BBC released a documentary this month titled 'Burning Sun - Exposing the Secret Chat Rooms of K-pop Stars,' revealing that Superintendent Yoon was working as the head of the Crime Prevention Response Division at Songpa Police Station. Yoon is also accused of abusing his power by receiving alcohol entertainment from staff and forcing female employees to attend karaoke gatherings while serving as the General Affairs Manager at the Police Hospital.

Superintendent Yoon was indicted on charges including abuse of authority and obstruction of rights for informing Seungri about the crackdown on the Monkey Museum, a KOSDAQ-listed company, Nokwon C&I (formerly Cube S), for trading stocks using undisclosed information provided by former CEO Jung Mo (violation of the Capital Markets Act), and instructing Jung to delete mobile phone messages (incitement to destroy evidence). The court found some charges guilty and fined Yoon 20 million won in September 2021. Yoon received a three-month suspension but has maintained his police position.
