Directly Referred Grain Management Act and Others Also Expected to Proceed
Speaker of the National Assembly Kim Jin-pyo announced on the 28th that he intends to hold a plenary session to process the Chae Sang-byeong Special Prosecutor Act. Similar to the Itaewon Special Act, even if the ruling and opposition parties fail to reach a revised agreement on a bill for which the president has exercised the right to request reconsideration, the plenary session will be convened to proceed with a vote.
At a retirement meeting held at the National Assembly Sarangjae on the same day, Speaker Kim responded to related questions by saying, "If possible, the ruling and opposition parties should agree to set a schedule and convene the plenary session, but even if no agreement is reached, I will hold the plenary session on the 28th."
He explained, "The bills already submitted to the plenary session and the Chae Sang-byeong Special Prosecutor Act, for which reconsideration has been requested, must be finalized through a vote," adding, "Considering the purpose of introducing the expedited bill processing system (fast track), the Chae Sang-byeong Special Prosecutor Act must be completed within the term of the 21st National Assembly."
However, he urged efforts for bipartisan agreement. Speaker Kim said, "I have asked the ruling and opposition parties to start consultations on the Chae Sang-byeong Special Prosecutor Act from today and to create a consensus bill even if the veto is exercised," and introduced that "those efforts are continuing until this morning."

In addition, he announced the policy to process the Jeonse Fraud Special Act, which was directly referred to the plenary session. He stated, "Bills submitted to the plenary session must also be finalized through a vote," adding, "That is the legislative procedure of the National Assembly."
