Muan County Council Member Kim Won-jung: "Need to Explore Profit-Sharing Renewable Energy Introduction Plans"
5-Minute Free Speech... Emphasizing Basic Income Realization and as a Medium to Overcome the Crisis of Rural and Fishing Village Disappearance
On the 17th, Assemblyman Kim Won-jung of the Muan County Council in Jeollanam-do proposed exploring “plans to introduce profit-sharing renewable energy” through a 5-minute free speech at the 2nd plenary session of the 293rd extraordinary meeting.
Assemblyman Kim diagnosed the situation of Muan County, saying, “Amid rapid demographic changes, our county, except for the Naman New Town area, is directly facing the crisis of regional extinction in rural fishing villages,” and added, “Despite continuous efforts through various policies, the limitations are clear due to the macro trend toward population extinction and the administrative and financial constraints of basic local governments.”

He continued, “Since the crisis of rural fishing village extinction has already arrived, a fundamentally different approach is needed,” and proposed, “Muan County should now proactively consider plans to introduce a profit-sharing system for renewable energy power generation projects.”
He explained, “The neighboring local government, Sinan County, has achieved a miracle by catching three rabbits at once?raising residents’ income through the ‘Sunlight Pension,’ increasing population, and revitalizing the local economy,” and added, “Muan County also has the basic conditions for realizing a profit-sharing system in terms of locational conditions for securing renewable energy productivity and resident acceptance.”
He further emphasized the need for a shift in Muan County’s energy policy, stating, “Local governments can strengthen their financial capacity by expanding stable new financial revenue sources through the operation of renewable energy sharing funds, and project operators can increase local acceptance by returning part of the power generation profits to the local community,” and “There is no reason to hesitate to introduce profit-sharing renewable energy as a potential basic income realization and a way to overcome the rural fishing village extinction crisis.”
Assemblyman Kim Won-jung concluded his 5-minute free speech by saying, “If we become complacent with the temporarily increasing population and fail to read the flow of the times, we cannot guarantee a ‘strong future Muan,’” and “I look forward to Muan County’s proactive policy shift to realize the renewable energy profit-sharing system.”
