Cheonan City Urban Housing Bureau Established...Reorganized into a 6-Bureau System
Legislative Notice on July 7 for Partial Amendment of Cheonan-si Administrative Organization and Staffing Ordinance
Cheonan City in Chungnam Province will carry out an organizational restructuring to establish one new bureau for the first time since 2018.
On the 7th, the city announced the legislative notice for the “Partial Amendment to the Cheonan City Administrative Organization and Staffing Ordinance,” which mainly includes the establishment of the Urban Housing Bureau.
The city had been unable to establish a new bureau since 2018 due to population-based restrictions. However, following the abolition of the upper limit on the number of director-level organizations in local governments in March through the “Partial Amendment to the Regulations on Administrative Organization and Staffing Standards of Local Governments,” the city is now pushing forward with the creation of one new bureau.
With the organizational restructuring, the existing system of five bureaus will be reorganized into six bureaus: Planning and Economy Bureau, Administration and Autonomy Bureau, Welfare and Culture Bureau, Agriculture and Environment Bureau, Construction, Safety and Transportation Bureau, and Urban Housing Bureau.
The existing Construction and Transportation Bureau will be split into the Construction, Safety and Transportation Bureau and the Urban Housing Bureau, and the Urban Construction Project Headquarters will be renamed and repurposed as the Park and Greenery Project Headquarters.
Additionally, the Construction, Safety and Transportation Bureau will be composed of the Construction and Road Division, Safety General Division, Transportation Policy Division, Public Transportation Division, and River Division. In particular, the Safety General Division will be positioned alongside departments directly handling disaster and safety tasks to strengthen disaster and accident prevention functions.
The Urban Housing Bureau will include divisions closely related to residential and living matters such as Urban Planning, Development, Architecture, Housing, and Land: the Urban Planning Division, Urban Regeneration Division, Architecture Division, Apartment Housing Division, Land Information Division, and Public Facilities Division.
The Urban Construction Project Headquarters will be reorganized and renamed as the Park and Greenery Project Headquarters, with the Forest Recreation Division, Park Management Division, and Garden and Greenery Division assigned.

This organizational restructuring proposal will be submitted to the 269th 1st Regular Session of the Cheonan City Council next month after the legislative notice period. Once the ordinance is finalized, Cheonan City’s organization will expand by one bureau and five teams, resulting in six bureaus, three direct offices, three headquarters, four business offices, two district offices, 31 eup/myeon/dong (townships/neighborhoods), 73 divisions, and 493 teams. The number of public officials will increase by three to a total of 2,469.
