Seoul City, 'Walking Together with the Vulnerable'... Hiring General Public Officials with Severe Disabilities

Seoul City announced on the 19th that it will hire four persons with severe disabilities through a competitive career examination in celebration of 'Day of Persons with Disabilities.' Seoul City has been promoting the hiring of persons with severe disabilities every year to discover talented individuals with severe disabilities and expand opportunities for public service entry. Over the past 10 years, Seoul City is the only local government that has separately promoted the hiring of persons with severe disabilities annually.
This recruitment will be conducted for one person each in the positions of Veterinary Grade 7, Computer Grade 9, General Electrical Grade 9, and Broadcasting and Telecommunications Grade 9 at four institutions: Seoul City's Green City and Leisure Bureau, Gwanak-gu, Dobong-gu, and Yongsan-gu. The fields include animal protection and welfare management, computer development and information system construction and operation management, broadcasting and telecommunications facility operation and smart city communication technology support, and safety and disaster-related facility management.
The exam is open to those who qualify as persons with severe disabilities under the 'Act on the Promotion of Employment and Vocational Rehabilitation of Persons with Disabilities.' Eligibility and relevant work experience in the respective fields are required depending on the job series. For Veterinary Grade 7 and Computer Grade 9, candidates with relevant field certifications can apply, while for General Electrical Grade 9 and Broadcasting and Telecommunications Grade 9, candidates must have both relevant certifications and work experience in the corresponding fields according to the certifications.
Earlier, in the 2024 recruitment of local government officials for Grades 7 to 9, Seoul City reduced the overall recruitment scale but maintained the quota recruitment for socially disadvantaged groups such as persons with disabilities and low-income groups above the legally mandated hiring rates, in line with the city administration goal of 'Walking Together with the Vulnerable.' While the legal hiring rate for persons with disabilities is 3.8%, Seoul City allocated 5%, and the hiring rate for low-income groups was set at 10%, significantly higher than the mandatory 2%.
Earlier this year, Seoul City also supported the recruitment of 'interns with severe disabilities.' The 'Severe Disability Internship Program' is a project that provides employment experience opportunities and customized training to persons with severe disabilities who face difficulties in finding employment. Since its inception in 2015, a total of 220 persons with disabilities have participated through 2023, with 82 successfully gaining employment.
Lee Dong-ryul, Director of Seoul City's Administrative Bureau, said, "Despite the challenging conditions for public servant recruitment, such as the freeze on the number of public officials, the city is striving to expand public service entry for persons with severe disabilities and enhance social equity." He added, "We will do our best to ensure that disabled public officials can work stably through customized support such as assistive technology devices and work assistants after appointment."

Meanwhile, applications for this exam can be submitted for eight days from April 30 to May 7 through the Local Government Internet Application Center. After the document screening results are finalized on June 14, interviews will be held on June 28, and the final successful candidates will be announced on July 19.
