Mapo-gu (Mayor Park Gang-su) will intensively crack down on the illegal distribution of flyers around the Hongdae Red Road area in cooperation with the Mapo Police Station until the 20th.
This action comes as flyers related to entertainment establishments such as shirt rooms have recently been distributed around the Hongdae Red Road area, prompting the district to launch an emergency crackdown. In particular, since the Hongdae Red Road is a popular tourist spot frequently visited not only by adult domestic and foreign tourists but also by teenagers, the district plans to implement especially strict enforcement and maintenance measures.
The district will form a joint crackdown team with the Mapo Police Station and conduct focused enforcement for four days from April 16 to 20, concentrating around Hapjeong Station and the Hongdae Red Road area, especially near Exit 9 of Hongdae Entrance Station. The crackdown hours will be from 6 PM, when illegal advertisements are mainly distributed, until 3 AM the following day.
The main targets of the crackdown are illegal advertisements related to entertainment establishments that are distributed or posted on the roads. Additionally, the district will enforce regulations on various signboards such as air lights, illegal banners, and advertisement flyers, issuing guidance and removal orders.
In particular, to crack down on distributors of flyers for entertainment establishments such as “shirt rooms,” the district has designated three locations in the Hongdae Red Road area, where mass distribution is expected, as enforcement bases and will patrol and enforce regulations jointly with the police.
When flyer distributors are caught, fines (up to 5 million KRW) will be imposed on both the distributors and advertisers, and legal action will be taken. Illegal advertisements will be confiscated on the spot.
After the intensive crackdown period ends, the district plans to strengthen the operation of nighttime unauthorized dumping crackdown teams and continuously request police patrols.
Since March of this year, Mapo-gu has introduced an “automatic warning call system” that automatically calls the phone numbers of illegal advertisers at regular intervals to warn them that they are subject to fines and criminal penalties, intensifying efforts to eradicate illegal advertisements.
The district explained that this system makes it difficult to connect calls, thereby neutralizing the effect of illegal advertisements, and that combining it with requests to suspend the use of phone numbers can achieve high enforcement effectiveness.
