Jeju Coast Guard Produces Comic on 'Precautions When Trading Motorized Water Leisure Equipment'

Jeju Maritime Police Station (Chief So Byung-yong) announced on the 11th that it has produced and distributed the fifth story of water leisure safety in comics, titled “Precautions When Trading Powered Water Leisure Equipment.”

The water leisure equipment subject to registration includes personal watercraft, motorboats under 20 tons, sailing yachts, and rubber boats with over 30 horsepower (excluding those that can be folded and carried).

When trading powered water leisure equipment, within 30 days after the transaction, the buyer must visit the relevant local government office with documents proving the change of ownership, registration certificate, safety inspection certificate, and proof of insurance or mutual aid subscription to complete the ownership transfer registration. Failure to register the change within 30 days will result in a fine of up to 500,000 KRW.

If the vessel is operated without ownership transfer registration and is caught for missing safety inspection, the operator faces imprisonment of up to six months or a fine of up to 5 million KRW, and the registered owner on the documents will be fined up to 500,000 KRW.

In cases of being caught without insurance, the registered owner on the documents will also be fined up to 500,000 KRW.

To prevent the previous owner from suffering damages due to failure to register ownership transfer, Jeju Maritime Police Station recommends that both the seller and buyer visit the relevant local government office together within 30 days of the transaction to register the ownership change. If this is not possible, the seller should verify with the local government office within 30 days whether the ownership transfer registration has been completed.

A Jeju Maritime Police official stated, “On the 31st of last month, a 1.22-ton motorboat was caught about 1 km northeast of Yongdam Port for operating without ownership transfer and without insurance,” adding, “Please make sure that the ownership transfer registration is completed after trading registered water leisure equipment.”
