Mandatory Installation of 'Floor Noise Management Committee' for Apartment Complexes with Over 500 Households in Gyeonggi Region
Gyeonggi Province has revised and implemented the "Standard Rules for Apartment Management" to include mandatory establishment of an Inter-floor Noise Management Committee for apartment complexes with 500 or more households.
The revised rules, announced on the 4th, reflect amendments to apartment management laws, recommendations for improvement from the Anti-Corruption and Civil Rights Commission, public proposals, and requests for improvements from departments related to apartment complexes in city and county governments.
Specifically, the new rules include a total of 46 provisions, with a key requirement that apartment complexes with 500 or more households must mandatorily form an Inter-floor Noise Management Committee, a resident-led body to mediate disputes related to inter-floor noise among residents.
When assigning a management office director, the rules now include a requirement to verify disqualifications such as loss of qualifications due to violations of apartment management laws, to prevent the appointment of unqualified management office directors.
Additionally, the rules include measures to prevent abuse of the education fee refund system related to education support, guidance on establishing safety management plans such as flood prevention and response in underground parking lots, and clarification of procedures for selecting housing management companies to prevent gaps in management responsibility.
These rules serve as a standard for apartment management or use to protect residents and maintain residential order in apartment complexes within the province.
Apartment complexes subject to mandatory management with 300 or more households (or 150 households if equipped with elevators) in the province will refer to the revised rules and proceed with amendments to their apartment management regulations suitable for their complex, with the approval of the majority of all residents.

Park Jong-geun, Director of the Apartment Management Division of Gyeonggi Province, stated, "The revision of the rules actively reflects proposed improvements required to strengthen apartment management and operate rational autonomous regulations," adding, "We hope this will serve as an opportunity to establish an efficient apartment management culture."
