Police Investigate Two Military Doctors Who Drafted 'Guidelines for Collective Action of Medical Residents'
The police are investigating two military doctors who created guidelines for collective action by resident doctors and spread them on social networking services (SNS). Additionally, the investigation has expanded to include a medical student on leave, along with a current doctor, on suspicion of leaking the list of public health doctors on an online community.
Woo Jong-su, head of the National Investigation Headquarters at the National Police Agency, stated at a regular press briefing on the 1st, "We identified two individuals who wrote the guidelines for collective action by resident doctors on SNS through a search and seizure, and both were confirmed to be military doctors."
These two individuals are different from the author who posted the 'Resident Doctors' Action Guidelines,' which urged the deletion of hospital data before resignation, on the doctor and medical student community 'MediStaff.' The author of the MediStaff post is a current doctor who has already been booked and investigated on charges of obstruction of business and has admitted to the charges.
A police official explained, "The Ministry of Health and Welfare recognized that the content shared was not on MediStaff but in doctors' group KakaoTalk chat rooms or Facebook, and separately reported the matter to the police."
Director Woo also stated, "Regarding the leak of the list of public health doctors on an online community, we have identified two posters. One is a current doctor, and the other is a medical student on leave."
Earlier, the Ministry of Health and Welfare requested a police investigation on the 12th of last month, stating that internal documents specifying the workplaces and dispatched hospitals of public health doctors, with names concealed, were posted on two online communities.
Director Woo said, "There has been significant progress in the investigation related to MediStaff, where the real names of returned doctors were disclosed, and numerous insulting posts and posts inciting or abetting collective action were made," adding, "We have secured a substantial amount of materials through search and seizure related to the charges of aiding and abetting obstruction of business by the MediStaff representative, and are currently analyzing them. We expect to disclose the contents soon."

Regarding criticism that the investigation into the leadership of the Korean Medical Association (KMA) is sluggish, Director Woo said, "There has been progress, including the additional booking of a non-standing committee member, Mr. Shin, who was confirmed to have participated in the executive branch's wrongdoing," and added, "Perspectives may vary, but we are conducting the investigation to the fullest extent possible under the given circumstances."
