Yangcheon-gu, Sinwol 3-dong Moa Town Designated as Final Management Area
Upzoning from Type 1 to Type 2, securing sufficient complex size with a maximum project area under 20,000㎡
Establishment of a 2,200㎡ children's park with an underground public parking lot to expand leisure space and alleviate parking issues
Plan includes creating direct access roads from Nambusunhwan-ro to Moa Town interior
Yangcheon-gu (District Mayor Lee Gi-jae) announced that the area of Sinwol 3-dong 173 has been finally designated and officially announced last month on the 28th as a small-scale housing maintenance management area with legal effect as a Moa Town.
The Sinwol 3-dong 173 area has a concentration of buildings over 20 years old, and due to the recognition of the need to improve the poor residential environment compared to other areas, such as airport noise and altitude restrictions due to airplane operations, it was selected as a target site for Seoul City's Moa Town contest in June 2022.
Accordingly, since January last year, the district has started the 'Moa Town Management Plan Establishment Service' to establish basic directions such as securing infrastructure. In particular, when establishing the plan, considering that most roads in the target area are less than 4 meters wide causing severe parking difficulties and the lack of sidewalks posing constant safety concerns, the plan actively reflected the installation of two-way sidewalks on surrounding roads.
Based on this, after three resident briefings and conditional approval by Seoul City's Small-scale Housing Maintenance Integrated Review last month, the area was finally designated and announced as a 'management area,' giving momentum to the project promotion.
This Moa Town management plan includes ▲upgrading the zoning area (from Type 1 to Type 2 general residential area) ▲establishment and expansion of maintenance infrastructure such as parking lots and children's parks ▲plan to create direct access roads from Nambu Sunhwan Road to Moa Town ▲improvements in major road alignments and road widths (widening Nambu Sunhwan-ro 54-gil and Garogongwon-ro 64-gil to 10m, Nambu Sunhwan-ro 42-gil and 46-gil to 8~12m, Nambu Sunhwan-ro 40-gil to 6~8m, and Nambu Sunhwan-ro 40-ga-gil to 8m), significantly improving the aging residential environment and traffic and pedestrian conditions.
In particular, a children's park of about 2,200㎡ will be newly established at the center of the village. A public parking lot will be constructed underground, and a park on the surface, which is expected to greatly contribute not only to the Moa Town area but also to alleviating chronic parking difficulties and expanding leisure spaces for residents of nearby low-rise residential areas and customers using the Sinwol 3-dong market.
Additionally, by including Sae Seoul Parking Lot and Gyeongin Children's Park within the area and flexibly adjusting the road alignment, plans will be established to consider linkage with Moa Town when promoting the future expansion project of Sae Seoul Parking Lot.
Lee Gi-jae, Mayor of Yangcheon-gu, said, "With this designation and announcement of the management area, we have laid the foundation to accelerate the residential maintenance project in Sinwol 3-dong," adding, "We will spare no administrative support to ensure that the Moa Town project is carried out smoothly, including the supply of quality housing and the expansion of infrastructure to secure a pleasant environment together with surrounding areas."
