The special committee stated that it requested an investigation into two individuals including former Mayor Heo Seongmu and four witnesses, and filed a complaint against Kim Yangsu, CEO of Sahwa Urban Development, who was found to have committed perjury during the witness examination process.
According to the special committee, these individuals are suspected of causing financial damage amounting to several hundred million won to Changwon City by granting special favors such as exemption from the obligation to purchase public land and changes in profitability to private businesses during the project promotion process under the previous mayor's administration.
The special committee reached this conclusion after conducting related investigations including analyzing 8,688 pages of submitted documents, two work reports from related departments, and three witness examinations.
