[Rebuttal Report] Two Members of the Broadcast Ethics Committee Dismissed over ‘XX Profanity Scandal’... Only One Opposition Figure Remains
On January 17, our newspaper reported on the internet IT and integrated page under the title <‘Dismissal of 2 Members of the Broadcast Communications Deliberation Committee over the ‘XX Profanity Scandal’… Only One Opposition Figure Remains’>, stating that Choi Seon-yeong, a recommended member of the committee, “has a history of serving as a non-standing director at the Korea Broadcast Advertising Corporation, which has caused the final appointment to be postponed. Article 19 of the Act on the Establishment of the Korea Communications Commission stipulates that anyone engaged in broadcasting or telecommunications-related businesses, or who has been engaged in such businesses within three years prior to appointment, is disqualified from serving as a committee member.”
In response, Professor Choi Seon-yeong clarified, “The disqualification criteria for members of the Korea Communications Standards Commission, as stipulated in the Act on the Establishment of the Korea Communications Commission and the Presidential Decree ‘Enforcement Decree of the Korea Communications Commission Act,’ apply to those who have worked within three years prior to appointment at terrestrial broadcasters, comprehensive programming channels, satellite broadcasting, relay cable broadcasting, music cable broadcasting, electronic billboard broadcasting businesses, or transmission network businesses. The Korea Broadcast Advertising Corporation (KOBACO), a public institution acting as an advertising sales agent for terrestrial broadcasters, does not fall under broadcasting businesses. Therefore, my previous position as a non-standing director at KOBACO is not a disqualification for serving as a member of the Korea Communications Standards Commission.”
