Ulsan Urban Railroad Line 1 Passes Ministry of the Interior and Safety 'Central Investment Review'
Feasibility Reassessment Continues Smoothly
Initiation of Basic Plan Establishment and Basic/Detailed Design
Ulsan City’s key project for public transportation innovation, the ‘Construction of Ulsan Urban Railway Line 1,’ recently passed the first central investment review by the Ministry of the Interior and Safety.
The central investment review is an administrative procedure that evaluates the necessity, feasibility, and appropriateness of national funding for new investment projects by metropolitan local governments when the project scale exceeds 30 billion KRW.
After passing the feasibility re-investigation last August, the project has now also passed the central investment review, making the smooth progress of the ‘Construction of Ulsan Urban Railway Line 1’ as planned highly likely.
To build Ulsan Urban Railway Line 1, Ulsan City started a service contract last November to establish the basic route plan.
Following this, in the first half of this year, public hearings with residents and related experts, as well as consultations with the local council, were held. The final approval from the Ministry of Land, Infrastructure and Transport, the related agency, is scheduled for September, after which the project will be officially announced.
Once the planning phase, which includes preparing the optimal route alternatives covering the line, station locations, and vehicle depot, is completed, Ulsan City plans to simultaneously proceed with basic and detailed designs in the second half of this year to advance the construction start date as much as possible.
An official from Ulsan City stated, “In February, we signed a memorandum of understanding with the Korea Railroad Research Institute for institutional and technical mutual cooperation. Moving forward, we plan to form a task force including government, academia, and research sectors, improve systems, and implement various policies to ensure swift and smooth project progress.”

The Ulsan Urban Railway Line 1 project involves an investment of 328 billion KRW (60% national funding) to construct an 11.015 km tram line from Taehwagang Station to Sinbok Intersection. Construction is set to begin in 2026, with the line opening in 2029.
