View original imageGangseo-gu, Seoul (Mayor Jin Gyo-hoon) announced on the 15th that it has established the "2024 Comprehensive Plan for Jeonse Fraud Prevention and Jeonse Damage Countermeasures."
As of last month, a total of 991 people in Gangseo-gu have applied as victims, of whom 723 have been recognized as victims. Since victim applications are still ongoing, the district plans to continue preparing proactive measures to prevent jeonse fraud and support victims this year as well.
The comprehensive plan consists of 28 detailed projects across three areas: ▲Jeonse fraud prevention ▲Support for jeonse damage victims ▲Education and publicity.
To prevent jeonse fraud, the scope of support for the jeonse deposit return guarantee fee will be expanded, and various consultation services will be provided both online and offline. The support target for the return guarantee fee support project has been expanded from youth to all age groups, with support starting from the 4th of this month.
The income criteria are as follows: youth under 50 million KRW, non-youth under 60 million KRW, and newlyweds under 75 million KRW. Homeless tenants with a deposit of 300 million KRW or less can receive up to 300,000 KRW in guarantee fee support.
Consultation on lease contracts and brokerage disputes is provided through the real estate brokerage consultation desk installed on the first floor of the district office building and the online consultation desk on the district website. At the consultation desk, certified real estate agents provide advice on the appropriateness of jeonse market prices, precautions during contracts, and contract and brokerage disputes. It operates every Tuesday and Wednesday from 2 PM to 4 PM, and consultations can be received by visiting directly without a reservation or by phone.
In the support area, comprehensive guidance on victim relief procedures is provided, and communication with victims is further activated through online and offline channels. Through the district website and KakaoTalk channel, changing government support policies and various relief procedures are collectively sent to victims to help them easily find scattered information.
The "On and Off Communication Desk," which began operation in January, will also be further activated to strengthen communication with victims. Through this communication desk, various opinions from victims will be collected and conveyed to the government or the National Assembly.
In the education and publicity sector, projects such as producing promotional videos, housing lease education for young adults, and creating a collection of jeonse damage cases will be promoted. Additionally, the district plans to carry out various projects to prevent damage, such as categorizing jeonse fraud cases reported to the district so far and producing and distributing the "Gangseo-gu Jeonse Damage Casebook," which compiles victims' stories.
