The name of the reconstruction safety inspection is expected to change to 'Reconstruction Inspection.' This is the first name change in 30 years since the safety inspection was introduced in 1994.
The Reconstruction Inspection is intended to allow reconstruction to begin if the living environment is poor due to issues such as parking difficulties, noise between floors, or plumbing problems, even if the building appears outwardly sound.
According to the National Assembly Legislative Information System on the 10th, Yoo Kyung-jun, a member of the People Power Party on the National Assembly Land, Infrastructure and Transport Committee, has introduced a bill to revise the "Act on Maintenance and Improvement of Urban Areas and Dwelling Conditions," which includes reforming the reconstruction safety inspection system. This is the government and ruling party proposal to introduce a reconstruction fast track announced by the Ministry of Land, Infrastructure and Transport in the '1·10 Measures.'
The amendment changes the name of the reconstruction safety inspection to Reconstruction Inspection. This is the first change since the safety inspection system was introduced by revising the Housing Construction Promotion Act in 1994 to suppress indiscriminate demolition of buildings.
Furthermore, even if the Reconstruction Inspection is not passed, it allows the reconstruction procedures such as establishing a maintenance plan, forming a promotion committee, and establishing an association to proceed. The Reconstruction Inspection only needs to be passed before project approval.
Under the current system, reconstruction procedures can only begin if the risk is recognized in the safety inspection. If the safety inspection is not passed, reconstruction procedures cannot proceed until the passing conditions are met, and one must wait.
