24-Year-Old Youths in 29 Cities and Counties Except Seongnam and Uijeongbu Receive Annual Basic Income of 1 Million Won
Gyeonggi Province will accept applications for the first quarter (January to March) of this year’s “Youth Basic Income,” which provides 250,000 KRW quarterly, totaling 1,000,000 KRW annually to 24-year-old youths, from the 29th of this month until the 29th of next month.
Eligibility requires that applicants be 24-year-old youths born between January 2, 1999, and January 1, 2000, who have their resident registration in Gyeonggi Province and have either continuously resided in Gyeonggi for more than 3 years or have a total residence period of 10 years or more. Employment status, graduation status, income, or assets do not affect eligibility. Anyone meeting these criteria (excluding those without residence registration and foreigners) can apply.
Eligible youths can visit the Gyeonggi job platform Jobaba (apply.jobaba.net), sign up as members, and apply online or via mobile.
Applicants need to prepare a resident registration abstract (issued after February 29, including address history for the last 5 years or the entire period).
However, since a public MyData service simplifying document submission is being introduced and implemented, if the youth consents during application, the resident registration abstract will be submitted automatically. Basic livelihood security recipients must submit a certificate of basic livelihood security separately.
Existing recipients who agreed to automatic application last quarter will be reviewed without a separate application, but if there are changes in personal information or if they wish to apply retroactively for the 2nd to 4th quarters of last year, they must update their information within this 1st quarter application period.
After verifying the applicant’s age and residence period, Gyeonggi Province will issue 250,000 KRW in local currency for the first quarter starting April 20, in the form of an electronic card or mobile payment.
Selected recipients will receive a confirmation message via text, and the card will be delivered to the address provided during application.
After receiving the card, registering it through the customer center or mobile app allows immediate use like a check card at traditional markets or small business establishments within the registered area. However, usage is restricted at department stores, large supermarkets, corporate supermarkets (SSM), entertainment establishments, and similar venues.

However, Seongnam City and Uijeongbu City were excluded from the Youth Basic Income application as they abolished the Youth Basic Income payment ordinance in July last year and failed to allocate city funds in the main budget.
