General Meeting for Small-scale Housing Maintenance Project Area in Moa Town, Presentation of Agenda on Loan or Contract-related Issues at Delegate Meeting, Identification of Procedural Deficiencies
From now on, when holding general meetings, etc. in small-scale housing maintenance project zones within Moa Town in Gangbuk-gu, public lawyers will attend to support resolving resident conflicts and project delays.
Gangbuk-gu, Seoul (District Mayor Lee Soon-hee) will implement the "Public Lawyer Attendance System" for the first time in Seoul in small-scale housing maintenance project zones within Moa Town to help the maintenance project associations make rational and fair decisions.
The "Public Lawyer Attendance System" is a system introduced by Seoul in April 2015 to resolve resident conflicts and project delays caused by procedural deficiencies and executive-centered decision-making during the maintenance project process.
When agenda items that impose economic burdens on association members are raised at residents' general meetings, delegates' meetings, or promotion committees, public lawyers attend to assist in ▲identifying deficiencies in agenda submission and meeting procedures ▲assessing the appropriateness of agenda content ▲reviewing improvements in the decision-making process.
However, this system has been applied only to redevelopment and reconstruction projects promoted under the "Act on Maintenance and Improvement of Urban Areas and Residential Environments," so entities promoting small-scale housing maintenance projects such as street housing maintenance projects and small-scale reconstruction projects implemented under the "Special Act on Vacant Houses and Small-scale Housing Maintenance" enacted in 2017 could not use this system.
Accordingly, from the 27th, the district will proactively operate the Public Lawyer Attendance System in small-scale housing maintenance projects to support residents in making fair decisions.
The applicable targets are small-scale housing maintenance project zones within Moa Town, and from now on, public lawyers will be able to attend all general meetings including inaugural general meetings and delegates' meetings with agenda items related to fund borrowing or contracts.
Landowners, associations, and other project promoters can request public lawyer attendance from the district at least 7 days before holding meetings subject to public lawyer attendance, and the district will support designated public lawyers to attend the meetings upon request.
If the attending public lawyer finds any document or procedural defects during the meeting, they notify the district, which then takes administrative actions such as correction orders.
To this end, on the 27th, the district appointed eight Seoul public lawyers and Gangbuk-gu advisory lawyers as attending lawyers. After implementing this system for small-scale housing maintenance project zones within Moa Town this year, the district plans to expand support to all small-scale housing maintenance projects including street housing maintenance and small-scale reconstruction projects in the future.

Lee Soon-hee, Mayor of Gangbuk-gu, said, "Gangbuk-gu is proactively establishing various public systems to support the smooth promotion of maintenance projects," and added, "We hope that through this Public Lawyer Attendance System, resident conflicts and project delays will be minimized in the Moa Town project zones."
