Reform New Party "Advance Child Support Payment up to 1 Million Won, Then Collect"
The Reform New Party pledged on the 20th that the government will guarantee child support payments and indefinitely disclose information on unpaid child support arrears.
On the afternoon of the 20th, Lee Jun-seok, leader of the Reform New Party, and Yang Hyang-ja, floor leader, announced at the National Assembly Communication Office, "We will introduce a national child support guarantee system that modernizes the child support payment system by having the government prepay up to 1 million won and automatically withhold payments at the source."
Leader Lee explained, "Eight out of ten single-parent families in our country do not receive child support," adding, "The rate of unrecovered amounts after the government’s temporary emergency child support prepayment system reaches 85%."
The Reform New Party specifically mentioned three measures: △ indefinite disclosure of child support arrears history for public election candidates △ national child support guarantee system △ child support loan system.

View original imageFloor leader Yang said, "The global standard for non-payment of child support is government prepayment followed by post-collection," and added, "Germany prepays up to 480,000 won monthly for child support." He pledged, "We will modernize the child support payment system so that the non-custodial parent's earned income, pension, rent, and other income sources are automatically withheld at the source."
He also explained, "For public election candidates, we will revise the law to indefinitely disclose all child support arrears history and include the duration and amount of unpaid child support in campaign materials and the Central Election Commission’s candidate information." Child support arrears information should be a necessary criterion for voters’ choice, just like currently disclosed information such as tax delinquency and criminal records.

Floor leader Yang said, "No matter how much one wants to pay child support, income may not be sufficient," and added, "Like the student loan repayment system after employment, the government will provide low-interest child support loans and allow repayment to start once income is generated."
