Seongbuk-gu Awarded ‘Best’ in Civil Service Comprehensive Evaluation for 2 Consecutive Years

Recognized for Distinctiveness and Excellence in Resident Participation Civil Service Including On-Site District Mayor's Office Using Various Media Communication, Youth Support Sharing Specialized Projects, and Improved Civil Service Processing Time Reduction Rate
Seongbuk-gu, Seoul (Mayor Lee Seung-ro) was selected as the best institution for two consecutive years by receiving the highest grade 'A' in the '2023 Comprehensive Civil Service Evaluation' conducted by the Ministry of the Interior and Safety and the Anti-Corruption and Civil Rights Commission.
The '2023 Comprehensive Civil Service Evaluation' was conducted as a relative evaluation on 18 indicators across 5 categories including civil service administrative strategy and system, civil service system operation, handling of civil complaints through the National Complaints Center, grievance complaint handling, and civil service satisfaction, targeting a total of 306 institutions such as central administrative agencies, local governments, and public institutions. To ensure professionalism and fairness, the evaluation was conducted by external experts to enhance credibility.
The district was recognized for its distinctiveness and excellence by promoting various field-centered civil service administrative projects that communicate with residents, such as operating the on-site mayor’s office using various media, youth support shared specialized projects, one-stop service for daily civil complaints, and improvement in civil complaint processing time reduction rate. Additionally, the 'Visiting Local Tax Refund Service' to help taxpayers reclaim their rights, which was the first of its kind implemented in Seoul, received favorable evaluations as an excellent case.
Furthermore, the district received high marks for proactive administrative efforts by operating various civil complaint channels (direct text service to the mayor, grievance complaint applications, visits to the Jikso Civil Service Office, etc.) and a Civil Complaint Mediation Committee to resolve repetitive complaints from multiple people.
