View original imageJungnang-gu (District Mayor Ryu Gyeong-gi) has launched a comprehensive survey to support elderly citizens who make a living by collecting waste paper.
The aim is to accurately identify the current status of these elderly waste paper collectors and provide tailored health and welfare services to improve their quality of life.
By March, the district is identifying eligible individuals by utilizing human resources such as local scrap dealers where the elderly sell collected waste paper and community leaders who are well aware of their circumstances. Through individual consultations, the living conditions of the elderly are assessed, and desired welfare services are identified to provide customized health and welfare services such as care and health management.
Additionally, depending on the capabilities and wishes of the elderly, the district connects them to senior job programs to help them establish new sources of income.
Furthermore, elderly individuals earning income from waste paper collection will be designated as at-risk households, with ongoing welfare checks and management planned.
District Mayor Ryu Gyeong-gi stated, “We will carefully oversee everything from care to health management and employment to ensure that elderly citizens making a living through waste paper collection can enjoy a healthy and safe old age. We will continue to develop various policies to enhance senior welfare and create a Jungnang that honors its elderly.”

To assist with the health management of elderly waste paper collectors, Jungnang-gu signed an agreement last year with Noksaek Hospital for the ‘Health Support Project for Elderly Waste Paper Collectors.’ The district identifies local elderly residents who are unable to receive timely medical services due to financial difficulties, while Noksaek Hospital provides medical services such as surgeries and hospitalizations.
