Kim Dong-yeon: "Weekly Work Reports Waste Administrative Power"… Orders Improvement Following Red Team's Harsh Criticism

View original imageGyeonggi Province Governor Kim Dong-yeon announced that he will reduce the weekly work reports, which have been routinely prepared at the provincial office, following the proposal from the ‘Gyeonggi Province 3rd Red Team.’
On the 14th, at an open provincial government meeting held at the Northern Office in Uijeongbu, Governor Kim held a session titled ‘3rd Red Team Candid Feedback and Governor’s Response’ and made this commitment.
At the meeting, the Red Team pointed out that "the routine preparation of weekly work reports for meetings is a waste of administrative resources, and the practical departments struggle because the governor’s attendance at events and schedules often change or cancellations are notified just days before." In response, Governor Kim said, "Except in unavoidable cases, let’s not prepare reports. If necessary, please write them briefly with only the title and key points. Let’s also do this paperlessly as part of our climate change response."
Regarding frequent schedule changes, he added, "I will work to improve this. 70% of the responsibility lies with me, and 30% with the Secretary’s Office." He promised, "We need to create a system and software that enable smooth communication and ensure schedules are finalized without changes. I will implement this by the end of February."
As a specific practical measure to achieve carbon neutrality, the Red Team proposed reducing food waste generated daily in the cafeteria.
In response, Governor Kim mentioned campaigns to reduce food waste, operating and promoting ‘No Food Waste Days,’ and providing incentives to employees who avoid food waste. He instructed the relevant departments to implement these measures, saying, "Let’s operate ‘No Food Waste Days’ every day as soon as possible. I will start by practicing this myself in the cafeteria."
Unlike the 1st and 2nd teams, the 3rd Red Team held three regular meetings and three non-face-to-face video meetings to discover and refine key agendas. For major issues, the Red Team and the Blue Team (practical departments) have discussed execution plans through non-face-to-face video meetings.
The activity period of the 3rd Red Team lasts until the end of this month.
