Ulsan City to Promote Amendment of Urban Planning Ordinance
Relaxation of Tree Volume Development Activity Permit Standards
Improvement and Supplementation of Current System Deficiencies
Ulsan City is promoting a partial amendment to the urban planning ordinance, which governs development activities and building restrictions, to prevent population outflow and revitalize corporate investment.
Recently, Ulsan's automobile and shipbuilding industries have been actively investing to secure next-generation growth engines, and related small and medium-sized enterprises are seeking additional industrial sites. However, due to stringent development permit standards, these companies have been moving to nearby Gyeongju, Yangsan, and other areas for over a decade.
This amendment is being pursued to improve the current system, reflect the revisions of the "Enforcement Decree of the National Land Planning and Utilization Act," enhance the efficiency of urban administration, and supplement other deficiencies.
The main amendment includes significantly relaxing the development permit standards, which were relatively high compared to other cities and provinces, to suit regional characteristics by setting the tree coverage ratio to less than 100% in urban areas and less than 125% in non-urban areas, to promote industrial activation such as attracting companies and settling the residential population.
Additionally, to attract investment in the Free Economic Zone, the building coverage ratio or floor area ratio of the relevant zoning area is relaxed up to 150%, excluding some buildings, as stipulated by higher laws.
Furthermore, the number of times the retention period can be extended for temporary buildings for public interest purposes and model house temporary buildings for exhibitions, which are not subject to district unit plans, is set to two times. In accordance with the government's aggregate supply and quality improvement measures, factory sites for aggregate screening and crushing industries are allowed in natural green areas.
However, to prevent indiscriminate site selection, the Enforcement Decree of the Aggregate Mining Act stipulates a minimum site size of 10,000㎡ in natural green areas, and a system is established to require review by the Urban Planning Committee during development activities.
An official from Ulsan City stated, "Through the ordinance amendment, we will contribute to preventing population outflow and revitalizing corporate investment, reflect government policies, and strive to lay the foundation for Ulsan's re-leap and sustainable development."

The amendment proposal was publicly notified from November 23 to December 13 last year, completed ordinance and regulation review on January 30, and is currently awaiting review by the City Council.
