Establishing a Foundation for Customized Education and Financial Support for Special Education Students in Gwangju Region
Passage of 'Gwangju Office of Education Special Class Support Ordinance' Proposed by Gwangju City Councilor Lee Myeong-no
A foundation has been laid for customized education that considers the individual disability characteristics and appropriate financial support for special education students in the Gwangju area.
‘Ordinance on the Establishment and Support of Special Classes by the Gwangju Metropolitan Office of Education,’ proposed by Lee Myung-no, a member of the Gwangju Metropolitan Council (Seo-gu 3, Democratic Party of Korea), has passed the plenary session.
This ordinance was prepared to guarantee the right to learn for special education students by mandating the establishment of special classes in schools in the Gwangju area according to the ‘Special Education Act for Persons with Disabilities, etc.,’ and by stipulating matters delegated under Article 16 of the Enforcement Decree of the same Act and necessary matters for supporting special classes.
According to Councilor Lee, there is currently a significant disparity in the installation of special classes between public and private schools located in Gwangju.
Councilor Lee stated, “The installation rate of special classes in private schools is lower compared to public schools. I proposed this ordinance to reduce the gap between public and private schools, expand the installation of special classes in private schools, and create and support an environment for installing special classes in both public and private schools to guarantee the learning rights of special education students.”
The main contents of the ordinance include ▲the Superintendent of Education establishing and implementing a plan for the installation of special classes annually ▲the head of each school, excluding special schools, installing special classes according to Article 27 of the ‘Special Education Act for Persons with Disabilities, etc.,’ and if the Superintendent of Education recognizes that the school does not have spare classrooms or space, installing the special class in a classroom of 44㎡ or larger ▲the Superintendent of Education providing support for expenses related to the installation and operation of special classes and for programs aimed at raising awareness about the installation of special classes.

Councilor Lee said, “Through this ordinance, we will actively work to guarantee the learning rights of all students by providing customized education that considers the individual disability characteristics of special education students and appropriate financial support, as well as increasing support for special classes and personnel for severe disabilities in the future.”
