Jeon Seung-il, Gwangju Seo-gu Councilor, "Executive Branch and Council Must Communicate for Residents' Happiness"
Jeon Seung-il, a member of the Gwangju Metropolitan City Seo-gu Council, stated that for the happiness of the district residents, the executive branch and the council need to have more time to sit together, discuss, and deliberate.
On the 25th, Councilor Jeon delivered a 5-minute free speech on the theme of "Coexistence" at the 1st plenary session of the 318th extraordinary meeting.
Councilor Jeon said, “As the idiom Geomibullu (儉而不陋) Hwaibulchi (華而不侈) suggests, the life of administration and politics should be frugal but not shabby, splendid but not extravagant,”
and added, “To practice President Kim Dae-jung’s spirit of ‘harmony, unity, and peace,’ it is important for the council and the executive branch to coexist.”
He also stated, “Last year, Seo-gu’s cultural, artistic, sports, and educational policies served as a lighthouse for the district, brightly illuminating the region,” and “I especially express respect and applause for the silent dedication of welfare officials.”
Furthermore, he said, “Under the young and passionate leadership of Mayor Kim Yi-gang, Seo-gu achieved the remarkable feat of winning the ‘Comprehensive Grand Prize and the Resident Autonomy Division Award at the Korea Local Autonomy Management Awards,’ the first nationwide double crown,” and “I offer praise and gratitude to the mayor and various public officials who have worked hard for the residents, including initiatives like Seo-gu Barefoot, One Thousand Won Happiness, and One Thousand Won Guksi.”
He continued, “For the happiness of the residents, it is necessary for the council and the executive branch to frequently come together to hold policy discussions, consultations, and harmonious meetings,” and “I propose creating opportunities to meet once a month or every two months to communicate in advance, understand, and learn.”
Meanwhile, Councilor Jeon was recognized for his efforts to improve the rights and interests of local residents and people with disabilities through 13 consecutive awards, including ▲ the Appreciation Plaque from the Korea Disabled Persons Association Central Headquarters in December last year ▲ the 2023 Korea Local Autonomy Evaluation-linked Legislative Policy Award Grand Prize ▲ the 2023 Excellent Award in the Good Ordinance category of the Local Council Manifesto ▲ the 2023 Best Basic Councilor Award ▲ the 2023 Local Autonomy Legislative Award ▲ the Ministry of the Interior and Safety’s 2023 1st Quarter Outstanding Case of Shadow and Behavioral Regulation Improvement ▲ the 2023 Local Legislative Award Excellence Prize ▲ the 2022 Korea Local Autonomy Society Excellent Ordinance Award ▲ and the nationwide first enactment of the “Gwangju Metropolitan City Seo-gu Ordinance on Sharing Vehicles Equipped with Wheelchair Boarding Facilities for Mobility-Impaired Persons.”
